The checks
Meenakshi Amman is an HR&CE temple and, like most large Tamil Nadu temples, an extensive landholder. The Madras High Court has required the department to account for its properties and encroachments, and roughly 1,200 acres of temple land across the state were recovered from encroachment in a single year. Endowment land is not the occupier’s to sell however long they have held it.
Tank beds, supply channels and river margins are classified poromboke and vest with the Water Resources Department. The classification sits in the revenue record, not the deed, so a parcel can be sold repeatedly without it ever surfacing.

Madurai sits in the Madurai registration zone, which also covers Dindigul and Theni. A zone is supervised by one Deputy Inspector General of Registration, so practice and record-keeping tend to be consistent across it.
Melur - Closed, Othakadai - Closed. The villages were redistributed, but the historical register did not move with them, and a search that stops at the current office will not reach it.
